CA League’s Actions Amid Overdraft and NSF Fees Legislation

The California Credit Union League’s newly released Overdraft/Non-Sufficient Funds (NSF) Fees Resource Guide displays actions taken to support credit unions across California and the resulting positive impacts — a powerful resource for senior management, board members, and political advocacy specialists at your credit union.

As more than 10,700 messages have been sent to state legislators opposing California’s Senate Bill 1075, nearly 250 advocates also joined the Governmental Affairs Conference (GAC) in Washington, D.C. earlier this year to knock on doors in the halls of Congress and oppose the Consumer Financial Protection Bureau’s (CFPB) proposed overdraft rule. Additionally, over 7,000 messages have been sent to Capitol Hill lawmakers opposing the CFPB’s proposed rule.

As a useful talking point in credit union advocacy discussions and planning, the League’s new resource guide spotlights how the League and industry leaders have worked together within the overdraft/NSF legislative, regulatory, and communications arena to:

  • Preemptively meet with CFPB senior officials.
  • Launch a Credit Union Overdraft Resources Page.
  • Issue a survey on credit union overdraft practices.
  • Assist California credit union advocates locally.
  • Provide a relevant toolkit.
  • Organize compelling state advocacy efforts and support/engage in federal advocacy initiatives.
  • Provide a talking points checklist.
  • Testify before California’s Senate Banking and Financial Institutions Committee.
  • Send an important letter to Sen. Laphonza Butler (D-CA), member of the U.S. Senate Committee on Banking, Housing, and Urban Affairs.

It also includes a valuable timeline of events that details advocacy resources and efforts on the overdraft/NSF legislative and regulatory fronts from January 2023 to May 2024.
