‘Golden State Grant’ Payments: Unique Identifier for Checks

The California Department of Social Services has started processing Golden State Stimulus Grant payments to individuals that receive benefits under the Supplemental Security Income/State Supplemental Program and the Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants.

This disbursement (about 1.2 million checks) is the California Work Opportunity and Responsibility to Kids (CalWORKs) portion of the much larger Golden State Stimulus Payments (GSSP) disbursement that we have kept you updated on (see “CA’s Direct Cash Payments: Governor Announces Large Tax Rebate” from May and “GSSPs: A Deeper Analysis and What Your CU Should Know” from March). Under Governor Gavin Newsom’s recently expanded GSSP plan, two-thirds of the state’s residents earning up to $75,000 annually (who did not receive a payment during the first round of the GSSP) will be individually eligible to receive $600.

During this CalWORKs disbursement, credit unions should be prepared to receive Golden State Stimulus Grant payments and make any processing or system preparations necessary. These payments are exempt from garnishment orders, with the exception of child support, spousal support, family support, or a criminal restitution payable to victims.

The following information appearing on Golden State Stimulus Grant payments is different from the unique identifiers included in the ACH and paper warrants issued by the Franchise Tax Board for GSSP tax refund payments. Here’s how:

  • Golden State Stimulus Grant payments will be delivered exclusively via checks.
  • Routing number — 121122676.
  • Account — 157529716902.
  • Check serial range: from 1010000 to 2200000 (despite what you see on this sample check image, the check number will NOT be zero-filled).
  • On the face of the check, “Golden State Grant” will be printed in the upper-left portion under “State of California.”

Check memo line — For recipients with names below 36 characters: “For (recipient name).” For names between 36 and 40 characters: “(recipient name).” For names over 40 characters: identification of first initial and last name.
